tional economy in the midst of defense
preparations, Mr. O’Leary said:
There are many who seem to think that
every ounce of energy we can exert and
every resource we possess should be cen- •
tered upon the sole purpose of preparing
for a possible, even imminent, war and that
we should not be solicitous about what is
to come after. -
A nation at peace in a confused and mili-
tary world should have a broader vision.
We are not at war. We have no declared
intention at the moment, of going to war.
On the contrary, we stand committed to
a policy of defense, of self-protection, and
self-preservation, and that is quite a dif-
ferent thing. • ,
It means that we are going to continue,
as best we can, our normal activities in
ways to which we are accustomed. It
means that we do not intend to abandon
the praictices and instituions upon which
we have long relied, or circumscribe our
freedom of individual initiative and en-
terprise unless it should become necessary
for our national safety. Our whole pur-
pose, in a word, is to prepare ourselves to
fight for something, if that something is
attacked.
This means, if anything, that we are
not to relinquish our normal, customary
peacetime activities to arm purselves
against aggressio:. It means that in addi-
tion to these normal activities we are un-
dertaking to erect defenses to protect our-
selves in ordinary pursuits.
American business men, therefore, are
not abandoning one job to take on another.
They are taking on a job in addition to one
they are now doing and have been doing
for many years. They,, must keep the
wheels of industry turning and the chan-
nels of trade open not only to meet normal
needs but the demands for equipment and
supplies required for the maintenance of
military and naval forces.

-HALLOWEEN VANDALISM
UVENIL JUDGE COWAN of Kansas City
e has issued a proper warning to youthful mer-
rymakers of his city that police- authorities
will intervene should there be Hallowe'en van-
dalism Thursday night Holding that a prank,
even a Hallowe’en prank, ceases to be funny when
it becomes malicious destruction of property.
Judge Cowan announced he would deal with juve-
nile offenders and hold their parents financially
responsible for the damage done by their chil-
dren.
Judge Cowan’s warning was issued to delin-
quent parents primarily who fail to control their
children when Hallowe’en festivities are staged.
For some strange reason, the American people
have tolerated excesses in popular celebrations ।
when such indulgence would not be permitted at
other times. License to destroy property is al-
lowed under the guise of pleasure. Lawlessness, ,
however, continues to be outlawry even though
it is committed in costume on a festive occasion
