The Herald has received the
Del Rio Daily News It is a good
6-column 8-page paper and bears
the Easterling stamp throughout.
This to anyone acquanted with
W. C. Easterling is a guarantee
of quality. The News is there for
the upbuilding of Del Rio ahd has
for its slogan "Watch Del Rio
erow!" It was intended to fur
nish press reports but the Western
Union telegraph company has
notified the management that owing
.to lack of facilities it is unable to
furnish these reports. Easterling
says if money can obtain them the
reports will be taken. The Herald
wishes the news unbounded success.

ed without finding a bill against

Washington D. C. Secretary
Taft has approved a settlement ar
ranged by the Philippine govern
ment which completes the purchase
of the Dominicans friar lands in
Philippine islands. These lauds in
elude nearly half of those purchas
ed from the friars and
200000 acres.
After the contracts were signed
it was found that a mistake had
occurred by reason of a difference
in the Spanish and English ver-
sions of the survevs. The Spanish
version made the price rate $200-
OOtf more than the English. It was
found that the titles to eight dif
ferent tracts were defective.
While in the islands Secretary
Taft effected a compromise by
which the titles were to be made
complete and the purchase money
paid according to the English ver
sion while the $200000 in contro
versy was to be submitted to arbi
tration. '
Since his return the secretary has
received a cable from Governor
Wright saying that the Dominican
agents have offered a compromise
by accepting $50000.
Secretary Taft today cabled Gov
ernor Wright approving the com
promise. The total amount to be
paid to the Dominicans is $305000.
The monev will be paid in New
York about October 20.
City Council Proceedings.
City Council Chambers City of
Brownsville October 16th 1905.
The citv council of the city of
Brownsville met in regular session
this 16th day of October A. D.
1905. Present: Hon. F.J. Combe
Mayor Aldermen Hooks Garza
Gavito and Villareal a quorum
present.
The minutes of the last regular
session held October 2nd. were
read and approved.
Ih accordance with advertise-
ment of Oct. 4th asking for bids
from local banks and bankers for
rate of interest to be paid on city
funds the following were submit-
ted to wit:
First National bank a bid of 4.65
four and sixty five hundredths per
cent per annum.
Merchants National bank a bid
of 5 1-4 per centum per annum.
The bid of the Merchants Na-
tional being the highest on mo-
tion of Alderman Gavito duly sec
onded by Alderman Garza was
accepted and the Merchants Na-
tional bank declared the city depository.
City physician's reports for the
months of August and September
were examined and ordered filed.
Same action taken with the re
port of city sexton for the month
of September.
No further business offering mo
tion to adjourn carried.
