Under this system the man of
moderate means and the man with
only a home were far more heavily
taxed than the wealthy man. There
can be no doubt whatever that one
million dollars worth of property
owned by one thousand persons
paid three or four times as much
tax as the same amount owned by
a dozen men and ten or twenty
times as much as if owned by a
single individual. Not only this
this system of undervaluation
makes the great rich state of Tex
as a poverty-stricken common
wealth compared with other states.
Under it we have apparently a per
capita wealth of only about $300
when really it is far greater.
Whatever inequalities or injustice
the effort'to.secure rendition at full
value may entail for a time they
cannot surpass those we have
endured for so lone a time. The
new system must result in lower
ing the ad valorem rate requiring
the rich man to bear- a more
equitable part of the burden and
reducing the taxes of the poor
man. All this is to be ardently
desired and every citizen should
welcome the movement and aid in
making rendition at a fair value

McCain charged with illegally
purchasing United States soldiers'
clothing was called this morning
and the work of securing a jury
begun.
The jury was completed early
this afternoon being composed as

Cunningham. The examination of
witnesses was begun as soon as the
jury was properly sworn in.
Jose Martinez and Samuel Tilla
nueva cnargea witn smuggling
came into court this afternoon and
pleaded guilty. These parties have
each been in jail four months and
were released upon pleading guilty
their previous imprisonment being
considered by the court.as sufficient
punishment.
