Federal Trade Order Hit
in Ruling By U.S. Judge
WASHINGTON —UP— A federal
judge Wednesday declared invalid
a Federal Trade Commission or-
der which sought to curb price dis-
counts manufacturers have been
giving large dealers in bulk tire
and tube purchases.
The order has been tied up in
the courts since it was first is-
sued in 1951. The federal trade
commission complained the dis-
counts put smaller tire and tube
dealers at an unfair disadvantage
But Judge Alexander Holttoff ruled
that the commission's finding did
not support its order.

judice. war and the constitution
received the 91.000 Woodrow Wil-
son foundation award Wednesday
night at the convention of the
American Political Science Asso-
ciation here
The book by the California peliti-
cal scientists was judged the best
at the year "to the field of govern-
ment and democracy" by the
award committee. It was a sehol-
arly description of the Internment
of Japanese on the West Coast
during World War I.
The principal speaker at the con-
vention Wednesday. Paul G. Willis
pf Washington, predicted that the
Democratic candidate will win the
1954 presidential election. Willis is
administrative assistant to Paul
Butler, Democratic national chair-
man.
Willis said the "emotionallv
charged” atmosphere of 1952 will
not recur to hamper the Demo-
cratic candidate next year, nor
will President Eisenhower enjoy
his "nonpartisan” status to the
| public mind which he enjoyed in
! 1952. Mr. Eisenhower (who has not
said that he will seek re-election)
will have to run on his record as
s partisan in 1956. Willis said
