designed to break the control of
a conservative coalition. His po-
gram was supposed to have an
8-7 edge in the committee which
controls the flow of legislation to
the House floor. But the so-called
’•packing" failed to take into con-
sideration religious as well as po-
litical undercurrents which en-
tered into the school controversy.
The effect of the committee's
action is that two of the Presi-
dent's "big five" bills won't be
acted on at this session of Con-
gress.
