worked 20 years ago are no
longer as effective as they
were then, Howard said,
because the outlook of the
student has changed.
"Students were more disci-
plined, they worked harder,”
even though the work was not
as interesting as it is today, he
said.
While nearly every member
of the board agreed that better
qualified teachers and the
principles of discipline as
outlined by Glasser hold some
of the answers to better
classroom control, the board
was split on the effectiveness
of the paddle.

and is easy and expedient.”
Discipline, on the other
hand, is “friendly,” is often
“difficult and time consum-
ing,” and is not imposed by a
power figure but borne by the
student himself.
“I can’t earn the respect of
the students by taking them
and beating their tails,"
Howard said.
He expressed concern that
some people might think the
Glasser method is •"soft"
because it plays down the
concept and practice of
corporal punishment,
“The Glasser program is not
weak....it is not soft.”
Howard said that the
"primary focus of this
program is the teacher.”
Teaching methods that
eliminated it from practice was
eventually forced to return to
some measure or form of
paddling.
Although the Nocona school
system has no plans to use the
Glasser program, several
individual teachers hope to
utilize some of the concepts.
The program, where institu-
ted, has enjoyed some
measure of success. A
suburban Houston school
system with mixed ethnic and
economic backgrounds that
used the Glasser program
virtually eliminated disciplin-
ary problems and raised their
average daily attendence
substantially. In one year, the
school reduced fights from 75
to five in one reporting period.
“It will be interesting to see
how the program works over
the long haul,” Stilley said.
