HonoaySpec a Fund ChairmanAlthough you have received a formal invitation to attend the 23rd Annual
Conference of the United Jewish Appeal to be held at the Statler Hilton
Hotel in New York on December 9, 10 and 11, we are writing you now because
it is absolutely vital that this conference include the attendance of a
great and representative number of leaders such as yourself from as many
American Jewish communities as possible. One of the main reasons is
that this conference, for the first time in several years, will fix a
campaign goal for 1961 based upon the basic and realistic budgetary re-
quirements of the constituent agencies of the UJA.
The formation of the new Board of the Jewish Agency for Israel, Inc. to
exercise control over the spending of funds in Israel, makes it encum-
bent upon the UJA to establish a goal and to realize it. This Board,
consisting as it does of American Jewish leaders, will determine the
particular activities and programs of emigration, absorption, resettle-
ment, education and other philanthropic activities conducted by the
Jewish Agency in Israel which should be supported through funds raised
by the United Jewish Appeal. The Board of the Jewish Agency and the
Joint Distribution Committee are preparing careful budgets which will
result in definite commitments. In performing their operations, the
Board of the Jewish Agency and the JDC must look to the decisions and
attitude taken by the leadership of American Jewry as represented at
the UJA Annual National Conference.
Through this conference the voice of American Jewry must make itself
distinctly and eloquently heard on the issue of help to fellow Jews in
need. It is meant for everyone who is concerned, in heart and soul,
with this throbbing issue. Your participation certainly can be expected
to contribute a great deal towards assuring that the wisest and most
effective decisions will be forthcoming from the conference.
The report of the 1960 Study Mission which had an opportunity inti-
mately to note the needs and requirements while abroad last month --
in Europe and Israel - - will be presented and will play an important
role in the deliberations on the scope and shape of the 1961 cam-
paign. In addition, the establishment of a national campaign goal
will make necessary setting UJA quotas for inclusion in the drives
in each and every community in the United States and this, of course,
inevitably will relate to the overall goal for local, national and
overseas needs in each community, As a practical matter, there-
fore, this Annual National Conference of the UJA will determine, on
the basis of the budgets presented by UJA's constituent agencies, the
financial commitment each community in the country must make to the UJA.
