Although there is only one ticket in
the field, it is important, according to
Mayor A. P. Wooldridge, that the vot-
ers should turn outfor the city election
Monday. The 411 votes cost in the
recent primary should be multiplied
several times.
The reason for this, the Mayor points
out, is that with a small vote it will
be possible during the next two years
for a very small number of voters to
stir up much discord and put the city
to much expense.

The Chinese parliament sitting at a
constitutional conference has rejected
the section of the proposed new con-
stitution providing for two houses of
parliament, and it now seems likely
that a one-house system may be adgpt-
ed bv China.
Dr. W. F. Willoughby, the American
constitutional adviser of the Chinese
government, has urged for many
months that the bi-cameral system is
not well adapted to China’s needs,
and the recent action of parliament
was prompted by the advice of Dr.
Willoughby and a number of other ex-
perts on government who have been
in conference with political leaders.
Under the present system in China,
based on the Nanking provisional con-
stitution, both the* house and senate
are elected directly by the people. The
two bodies have an aggregate of near-
ly one thousand members, and have
proven themselves very unwieldy.
Many newspapers and reform lead-
ers are urging that parliament be lim-
ited to one body of not more than
three hundred membera.

sympathy of the Russian people.
'The success of American capital in
Eussia," said Dr. Pratt, "will depend
to a large extent on the spirit behind
the American dollar. America has a
good deal to teach Russia as regards
industrial progress. Russia probably
will prove an apt and appreciative
pupil.
"In spite of her unfortunate in-
fluence on the political institutions of
Russia. Germany was performing a
legitimate and economical function in
, that country, as evidenced by the fact
that pracaically all the successful un-
, dertakings in Russia prior to the war
• were under German control. There is
reason to believe that Germany may
play an important part in the economic
I development of Russia after the war.
» There is no doubt, however, that the
Germans faded to win the sympathy
of the Russian people. And I doubt if.
‘ under the circumstances, they will be
• able to win that sympathy after this
. war is over. The United States should
profit by the example and failure of
' Germany.”
