porarily suspended Mr. Stillings, and
shall put Mr. Rossiter in his place, di-
recting him to co-operate in every way
with your committee, and furthermore
to make an exhaustive report to me on
conditions in the office."
The letter to Mr. Stillings from the
President reads:
"The inclosed copy of letters to Con-
gressman Landis and Mr. Rossiter ex-
plain theimselyes. In accordance there-
with. pending the investigation, I here-
by temporarily suspend you from the
duties of your office, and have zppoint-
ed Mr. Rossiter temporarily to fill the
duties thereof."
The “letter to Mr. Rossiter reads:
"The inclosed copy of a letter to Con-
gressman Lands explains itself in
connection therewith, you will asaume
immediate charge of the government
printing office. Please place yourself
in communication with Congressman
Landis and afford him every facility
for obtaining the information .his com-
mittee desires in their investigation.
You will also report to me in full as
soon as practicable on the condition
of affairs at the office as you have
found them.
Sospensien is Temporary.
Chairman Landis of the subcommit-
tee investigating the printing office,
stated today that Mr. Stillings' syspen-
sion had been ordered upon the recom-
mendation of the committee, but added
that it was only temporary, and a
statement issued by the congressional
printing investigating committee asks
that the public withhold judgment un-
til the inquiry is completed.
Mr. Landis made ths following state-
ment in which Senator White and Rep-
resentative Perkins concurred:
"There was referred by the Joint
committee on print'ng to the subcom-
mittee of the printing investigating
committee, authorised to inquire into
the general matter of printing and bind

Mr. Stillings, as well as to the com
mittee and to the government and to
all concerned, the public printer be
temporarily suspended pending the re-
suit of the inquiry now in band. The
committee is especially desirous that
this action be not construed as preju-
dieial to the public printer, and sin-
cerely trusts that the public will with-

to the change in the government print-
ing office was made public today by
the President. The first is addressed to
Chairman Landis of the house commit-
tee on printing, and signed by the Pres-
ident.
"The information you have given me
this morning is so important that I
deem' it best that there should be a
written record thereof. I had already
begun some weeks ago an investigation
into the government printing office un-
der Mr. Stillings, this investigation
originating from information which
reached me as to the Increased cost of
printing to the departments. I accord-
ingly directed Mr. Havenner of the de-
partment of commerce and labor to in-
vestigate and report upon this matter.
His report on its face was severely con-
demnatory to Mr. Stilings I furnished
Mr Stillings with a copy and requested
an answer from him, which I have not
yet received.
"I inclose you a copy of Mr. Haven-
ners report, and as soon as I receive
the answer I shall forward that to you
for your information, and will let you
know what action I have taken on the
report
•You now inform me that your com-
mittee has discovered circumstances in
connection with the printing office, no-
tably in connection with expenditure
for furniture in the printing office and
in the purchase of supplies which makes
you feel that there is great irregularity
therein. You also inform me that you

mittee of the action he had already

Resolutions, by numerous organisa-
tions in various states, charging viola-
tion in the government printing office I
of the eight-hour law discrimination
against veteran soldiers and the wid-
ows and orphans of soldiers and viola-
tion of civil service law have been
submitted to congress and to the Pres-
ident.
Mr. Stillings is from Boston, and
was appointed public printer in 1888.
He had been general manager of his
father's printing firm in New York and
at various times manager of the
printers’ board of trade of this city
and of New York. Mr. Rossiter also
comes from Massachusetts and had
business conn eeHons in New York and
Washington before assuming office tn
