It wasn't much of a pond.
Mostly the hollow in grandad's
back pasture was a place where
nature forgot to add enough dirt.
Bt once-in-awhile, after some
unexpected rain, that little dip out
back turned into a swimming hole.
At least it looked like a swim-
ming hole to kids who were just
beginning to knock at the door of
awareness.

seems to look bigger than life. I

This was th. summer I
discovered that just because
something was big around didn't
mean it was big going down. I
discovered that by proving I could

bank.
Actually th. bank was just a
couple of pin. logs. They even-
tuolly got covered with mud and
overgrown with grass until they
created th. only real bank th.
pond ever had.
I think granddad must have left
them on. time after he used those
logs to get his truck out of th.
often missing
On. of th. ironies of modern-day life is that a lot ol
people gripe about things their local governmental ogen
cies and school boards do, but they seldom bother to ex
press their opinions directly to those who can do something
about it.
County commissioners, city commissioners school board
members, water board members and others generally do
not hear as much about what the public wants them to do
before a decision is made, as they-do after something
already is done.
This newspaper always attempts to publish advance
notice of th. meetings of all local agencies, but anytime
mor. than 15 or 20 people show up for the meetings it
seems to be a big crowd in comparison with the usual at
tendance - despite the fact there are some 20,000 residen
ts of th. county.
Citizens who never express their opinions to local ol
ficials, or show interest in what they are doing should not
be surprised when things do not go to suit them.
But on the other hand, local officials who conduct their
meetings in such a way that the public does not feel
welcome also should not be surprised that they do not get
much Input from the public - until election day when the
voters sometimes speak up decisively.
"It's not on the agenda" often is a brush off officials use
to stop any discussions they don't want to hear from
citizens.
The open meetings and public notice laws do require ad
vance notice before officials take action on items hut they
do not preclude officials from hearing expressions of
opinions from the public about items which should he can
sidered for future action.
All of this comes to mind because several public
meetings are scheduled this week
Panola County Commissioners meet at 9 a.m Monday to
act on a few items of routine business, such as appointment
of a few election judges and alternates in precincts where
last year's officials have resigned
The Carthage City Commission will meet at 7 pm Mon
day to consider the city's annual budget open bids on the
first phase of the downtown renovation project and conduct
two public hearings on zoning requests
The Panola Junior College trustees will meet at 7 p m
Monday in the PJC administration building board room for
an agenda which includes only a report on construction and
the monthly report of the college president
The Panola County Fresh Water Supply District No 1
board of directors will meet at 7 p m Tuesday in the « ourdy
courtroom on the second floor of the courthouse
That board, which supervises Lake Murvaul often is
targeted for public complaints about the lake but hardly
anyone ever attends their meetings although members of
this board always appear to be more than willing to discuss
in detail any questions which the public ask s them
Discussion of the water district s annual budget its lease
on Stovall's Marina, park improvements and the recent idly
pad spraying tests oil are on the agenda
Members of these official bodies should welcome any
citizens who bother to attend and should be interested in
whatever is on the citizens mind
Even if it is not on the agenda sometimes giving a
citizen th. opportunity to express himself can save officials
some problems on election day
