have it s just too much for my mind
to believe flrat an institution this

For those who wonder what ever happened to discipline
in our school system and law and order in our justice
system, several hopeful signs showed up in the news dur
ing the past week which are worthy of note.
Perhaps most refreshing of all was the CBS Don Rather
report on how a California principal is handling the
discipline problem which had developed in his California
high school. His student body is mostly black. He is ell black
He also is a retired army sergeant and he runs a tight ship.
He patrols the corridors with a bullhorn and he uses it
unsfintingly. He has promulgated a set of rules of conduct
and he enforces it summarily. He will collar a miscreant,
ask him how come non-compliance occurs and shapes them
up right -there He has sent three hundred of the hard core
trouble makers home - expelled Result: Test scores in his
school are improving and still on the rise. Rather reported
with a grin.
Then H Ross Perot, chairman of a blue ribbon commiltee
named to study priorities in the expenditures of tax monies
for education, has zeroed in on over emphasis in sports
programs He said he found one small school which had on
ly 60 teachers but it had 12 coaches. A state senator on his
committee corroborated his statement, saying that the
legislatures were scratching and clawing at all available
tax sources and soon would run out. Perot said that cur
riculum day was being devastated by sports programs and
said that schools must come up with a program similar to
Minnesota’s in which the last class period can be used for
athletics only if the athlete using if is keeping his grades
up We must soon decide " he admonished them
whether the emphasis is to be placed on othletics or
education."
Then a jury in a Houston federal court found the former
sheriff of San Jacinto county guilty cd conspiracy with two
deputies to violate the civil rights of prisoners by using
woter torture to extract confessions from prisoners whom
he believed goilty in this late 20th Century, reverting to
methods used in the Spanish Inquisition is not the ticket
Americans everywhere should feel better obout this
belated triumph of simple justice over barbarism
Doubtless a humane judge will send the ex sheriff and any
others whom the juries convict to a minimom -security focili
ty He would not be a sore bet to sorvwve m a place like
Leaverworth. Not for long
And how about that prison warden at the double tough
maximum security state penitentiary ain Nic A tester
Oklohoma? Over crowding has recently raised specolafion
thot perhaps some of the cons should be released early as
is being done in many prisons including some in Texas So a
small group cd the baddest goys in the box decided This
week to speed thngs up a bit by grabbing two guards and
by holding makeshift nt gpnwi at their hostages dvroats
