make the United States
independent of overseas oil
began three years a go. But
while Project Independence
blueprints gather dust and
energy czars come and go,
! two former Pentagon pals
have been quietly charting
the nation's energy develop-
ment
Dr. Robert Seamans,
head of the Energy Re-
search and Development
Administration i ERDA),
and John Foster, a vice
president of TRW, Inc.
have been close friends
since they served together
on an Air Force advisory
board in the late 1950b
. Now they have teamed up
to plan ERDA's energy
research program. If the
alliance hasn't always
worked to the advantage of
the taxpayers, it has worked
to the advantage of Foster’s
! firm —
TRW was not content,
meanwhile, just to win the
ERDA contracts th at
least one occasion, the firm
was paid by ERDA to
conduct a study which
recommended the construc-
tion of an experimental
ocean electric plant in
Hawaii or Puerto. Rico.
TRW. it turns out, was part
of a consortium then
developing an energy re-
search park in Hawaii on
the precise sit the com-
pany had recommended
in a talk with our associ-
ate Jack Cloherty, Seamans
acknowledged that he and
Foster have had a long
relationship but denied any
impropriety in awarding
ERDA contracts to his old-
friend's firm He panted out
that TRW is a respected and
capable company.
