are being elaborated in detail for the
mobilzation of a joint military and
naval force in Veneuelan waters as

It may not be deemed necessary by
the administration to make this mar-
tial demonstration, but the war and
navy departments are both mapping
out a tentative military movement.
The whole military situation is now un-
der consideration by the general staff
of the army and the general board of
the navy, by direct order of the
President on Secretary Root's recom-
mendation for preparedness to back
up eventualities with a show of arms.
President Roosevelt cannot consti-
tutionally declare war against Vene-
zuela. Legislative authority would be
—--required for such a campaign, and the
present preparation of plans, it ig
vnderstood. Will be pjeruly in accod
with the policy of mapping out cam-
paigns for possible emergencies.
Directions given in the present in-
stance are, however, the most explicit
made since the army and navy was
ordered to prepare for participation in
the international relief column against
Pekin during the Boxer troubles. They

Important Items of Bill.
Among the items in the bill are the
following:
Naval training stations on the Great
Lakes, >1,095,600; construction and ma-
chinery, >9,832.962; armor and arma-
ment, $7,000,000; equipment, $400,000;
for subsurface and submarine boats,
>1,445,000.
An increase of $500,000 over last
year's approprjaton was allowed in the
appropriation for ordnance and ord-
nance stores, mainly fov target practice,
because there will be in full or partial
command during the fiscal year twen-
ty-four battleships, twelve first class
cruisers, sixty-six second and third rate
vessels, sixty torpedo vessels and fif-
teen auxiliaries, naking a total of 177
vessels.
There is an increase of >150.000 for
smokeless powder.
The bill further provides an appro-
priation of >415.000 for replacing the
three and six-pound guns by three-inch
50-callber or larger guns because of the
Increase in the effective range of the
latest type of torpedo. These new guns
are designed to give the ships protec-
tion against long range torpedo dis-
charge. Provision is made for Other

propriation bill authorising the con-
struction of two instead of four battle-
ships and eight instead of four sub-
marine torpedo boats and carrying a
total appropriation of 8108,967,518 for
the naval service for the fiscal year I
ending June 30, 1909. was reported to
the house today by Chairman Fass of
the cmmittee on naval af"airs.
The total appropriation recommended
is >22,518,831 less than the aggregate
estimate submitted by the department
and >3,663,916 more than the amount
appropriated for the fiscal year ending

toward the construction of submarine
