WASHINGTON (AP) - This
year’s short form 1040A is eas-
ier to read and should be read-
ily understood by persons with
a lOth-grade education, accord-
ing to a study by the Internal
Revenue Service
The IRS has also redesigned
form 1040 and hopes the
changes will make the tong
form easier.
The IRS decided to do away
with last year’s green and red
colors for the short form and
the red, white and blue colors .
for the long form because of
complaints they made reading
the forms difficult. This year
the 1040A is pastel pink, the
1040 pastel blue.
The IRS has also shortened
sentences to make them easier
to understand For example,
last year’s forms had this
wording under Presidential
Campaign Fund: "Do yoy wish
to designate $1 of your taxes
for this fund?" This year it
simply says, Do you want $1
to go to this fund?"
Robert Brauer, chairman of
IRS’s Forms Committee, said
the short form instructions for
last year were analyzed for
readability. The study con-

Gunther, bare to the waist,
was in the big cat cage alter- 1
nately puking with a pole gar-
nished with a sirloin steak and
petting a young lion named Os-
car, while an assortment of ti-
gers. leopards and cougars
watched from high stools like
guests on a TV talk show.
“Circus people never stop re-
hearsing," said Kenneth Feld,
who roams the world looking for
new talent. “Gunther is working
out a new act that will combine
tigers and elephants and camels
for the first time." The one he’s
got now is pretty sensational,
like the first act finale where he
rides in on the back of an
elephant while holding a tiger
on a leash."
Outside the cage, a midget
was helping trim the fat from
steaks piled high on a long
table. Irving revealed that it
costs $4,000 a year to keep a lion
or a tiger in butcher bills alone.
Each eats 25 pounds of meat a
day, with the fat trimmed clean,
alternating between two weeks
of horse meat and two weeks of
beef, with a dozen eggs every .
Sunday to keep their pelts
looking gorgeous.
“Tigers and leoprds may be
an endangered species in Asia,
but they aren't around here,”
said Irving. “They breed like
mad in captivity and you can’t
give one away. Zoos don't want
anymore. That’s why Russian
and Bulgarian circuses go to for
trained bears. They’re a lot
cheaper to feed than the big
cats."
With aerialists swinging over-
head and jugglers tossing In-
dian clubs about, Irving led the
way through a profusion of ani-
mal cages, property trunks

—More use of tax tables.
Writers of the 1977 tax law esti-

payers can use tax tables this
year rather than figure out
taxes by arithmetic. The IRS
includes the standard deduction
in the tax table forpeople using

Brauer said the IRS wants
comments from taxpayers but

because people are not used to

“Many people like to be able
to compare last year's return
