Alto Applies
For Survey
Of Housing
City Fathers of Alto and newly-
created local Housing Authority
have made application with the
Public Housing Administration to
initiate a survey of need as the
first step in securing a govern-
ment grant in the build i nu of low-
rept housing units for elderly peo-
ple within the City of Alto and
its area,
Formation of the local Housing
Authority took place during a
meoting of the Alto City Council
in the City Hall on September 29.
Mayor Frank Ed Weimar ap-
pointed five commissioners to
administer the local Housing Au-
thority. These commissioners are
Floyd Rogers, chairman; C. E.
Eynum, L. M. Fullon; Hubert
Womack; and Perry Smith.
If the grant is approved, the
Federal Government through the
Public Housing Administration
will furnish funds to construct

In a talk focused on freedom
of movement — mobility, the fifth
freedom — Charles Hawn of Ath-
ens, former Texas Highway Com-
missioner addressed a local gath-
ering of civic clubs Tuesday noon.
Members of the Kiwanis, Rotary
and Lions organizations, in addi-
tion to numerous guests, were pre-
sent for the event which marked
another observance of Highway
Week in this dty.
He was introduced by Kiwanis
Lt. Governor, Moms Hassell,
who is also chairman of the Rusk
Chamber's Highway Committee.
Approximately 60 persons were
welcomed by Kiwanis president
J. L. Bagley in the Texas Cafe,
and heard vital statistics of the
Department's work related by
speaker Hawn.
To the Good Roads Association
the speaker gave credit for stag-
ing this nationwide observance.
"It is through their efforts that
time lias been set aside to recog-
nize the value of the highway to
the individual, community, state
and nation," he pointed out.
Stressing a theme, "good roads
ore a good buy," speaker Hawn
indicated that any person who
feels "anti-road construction" can
voice his sentiment by simply
staying at home. "It is from the
tax of gasoline that your roads
are made possible," he said.
Texans apparently like more
road construction, because accord-
ing to Hawn's statistics there are
now 5.5 million vehicles register-
ed in Texas today, as compared
with 1.7 million in 1941, and they
an- traveling on more than 65,000.
Blue prints are on the table
through 1972 for even better
roads in Texas, commented Hawn
"In 1964-65 fiscal year alone,
the Texas Highway Department
will spend approximately $450 mil-
lion for eonstmction, maintenance
and right of way purchase. More
- than 1.000 miles of new highways
are under construction ir, Texas
on any given day."
He recalled the original depart-
ment slogan, "get the farmer out

the farmer may now be "out of
the mud. but we're not out of the
