Many Panola County residents were
referring to this week's three day
rainfall as a Godsend while many others
were hoping it would end soon so they
could resume their work
Carthage had 3 26 inches of rain on
Wednesday, and 1 20 inches fell Tuesday
as a cold front pushed through the area
As the front made its way out of East
Texas, 3 11 inches fell on Thursday,
making a total of 7 57 inches for the
threeday period
The rain showers ended a brief drought
in Panola County. In August, residents
saw 19 days of dry weather with
temperatures rising to the 95 and 96
degree marks on many of those Three
days saw only a trace of rain, while the
greatest amount of rainfall was recorded
Aug 23 at 23 of an inch (July 94 inches of
precipitation was measured for the
month, the driest so far in 1979
So far in September. Carthage has
recorded 8.53 inches of rain, making it
one of the wettest Septembers since 1968
when 11 28 inches of rain fell

Housing and Urban Development at 10

citizens to propose and comment on

ment grants is to provide funds for
projects and activities which primarily
benefit low and moderate income
families
Carthage is eligible to submit a grant
preapplication for either a single purpose
grant up to $500,000 or a comprehensive
single year grant up to $750,000

are made up to $1 5 million
Last year the city received a $750,000
grant to provide funding for a sewer
line in the eastern part of town and to
partially fund road improvements now

has increased to 1,002 students registered
for the 1979 fall semester compared to 995
students for the 1978 fall semester,
reports Miss Martha Miller, dean of
admissions
Miss Miller said an increase in
students in semester-length, on-campus
day classes resulted in more class
sections such as math and English
She also reported a drop in the number
of foreign students from 64 last year to 56
this fall The number of veterans
attending classes also declined from 104
last fall to 95 this year
Enrollment figures show that PJC
continues to have a large night class
enrollment in Carthage. Center and Mar
shall Students enrolled in night classes
only total 324 Students attending night
classes in Carthage total 100 while the
Marshall and Center campuses report a

The City of Carthage has received
more than $225,000 from the state
comptroller s office in rebates of the
local-option one percent sales tax thus
far in 1979
Carthage received a net payment of
$39,268.71 for the third quarter of 1979
The total figure for the year represents
an increase of 13 percent
Carthage joins more than 900 Texas
cities sharing $124 2 million for the third
quarter < July. August and September' of
the state's fiscal year The total
surpasses Texas previous quarterly
high, recorded during the final quarter
last year
According to City Manager Charles
Thomas, the money goes into the city's
general budget fund
"Traditionally, though, we put part of
the money into the street fund
operation. Thomas said For instance,
some of the funds went to help pay for
excesses on the North Adams Street

State Comptroller Bob Bullock an
nounced that more than $73 4 million
would be sent out in September

reported in the comptroller’s listing of
optional sales tax rebates included
Athens - $64,850 for the third quarter,
bringing its total to $330,368 for 1979, an
increase of 17 percent over last year’s
receipts
Longview - $599,050 for the third

million, a 15 percent increase from last
year to date

meet at the courtroom of the
courthouse to vote on the proposed
• 73 per cent increase in the county
taxrate for 1900 at • a.m. Monday.
Final review and approval of the
budget for next year is scheduled at
the courthouw at 10 a.m. Oct 1.

Department of Health that code
violations cited by the agency may lead
to non renewel of the nursing home’s
license

request for salary increases from three
nurs ng home employes Vera Thomp-
son, and Rachel Blair, nurse aides, and
Margie Wall. LVN, said employees were
deserving of a pay increase because of
the increase work load at the home
Mrs Wal) noted the home was rated wl
in the state several years ago and invited
board membes to visit the facility
It s not just a job we put a lot of
ourselves into our work, said Mrs Wall
Mrs Thompson said merit increase
have been eliminated and asked the
board to consider paying more to loyal
employes deserving wage hikes
Mrs Chamness said she did not feel a
pay increase was in line now since
employes received a raise in January
and the nursing home would not have
additional funds until the state authorizes
new rates
She added that employes presently
have benefits of seven paid holidays, two
weeks vacation with a third week after
five years of service, hospitalization,
disability insurance and half payment on
life insurance policies
Board president Rudolph Youngblood
said the board would take their requests
under advisement

presented enrollment figures showing an
uncrease of 21 students in Carthage
schooks from last year's opening month

The motion followed a lengthy
discussion between board members and
Charles Randall who appeared at the
meeting to explain a new monthly
financial statement form which the
accounting firm uses to report on the
nursing home's activities
Board member R C Beauchamp had
questioned a disclaimer statement on the
form which was put into effect in July by
the accounting firm
Randall said the disclosure statement
usually is not understood by lay persons
but that is a need requirement for
accounting statements of this type
Beauchamp asked if an audit would
eliminate the need for a monthly
statement and commented that an audit
would serve to protect the board
"We all work for the public and I want
our skirts clean," Beauchamp said

Chamness reported on work on ceiling
and kitchen improvements needed to
bring the nursing home in compliance
with state regulations

An improved financial picture at
Panola General Hospital was presented
to the Board of Manager’s Thursday by
the consulting firm which is completing a
two year contract with the hospital
Jim Yoursee, a representative of
American Medical International, re-
viewed an adjusted statement showing
the hospital with a net surplus of $31,000
through the month of August compared
to a loss of $13,000 in operations during
the same period in 1978
