committees and commissions appointed for every local-
ity. will unite in trying to educate the people to the
necessity of conserving foods and there is no doubt that
thia must extend to other articles entering into the high
coat of living.
Just now the people are apparently most concerned
in battling against the high cost of all they must buy.
They are having conservation of food and other articles
forced upon them by the exorbitant high prices. This
la not rirht. The people are entitled to their living
and at a reasonable price. They are trying to conserve
the food of the country, but when they determine they
can rot along with one-half what they had formerly
been using, they are at once charred as much for that
half as they had been paying for twice the amount.
With conservation must come regulation of prices.
The government is making some progress, but it is
doming slowly. It is the friendship and co-operation of
the people that is needed tn the conservation of food,
and to attain this high-price coercion will not be of
material assistance.

The German government becomes an arbiter of
women s fashions. Not directly, as to designing styles,
but limiting the amount of cloth that may be used in
k woman s dress. Shortage of cloth has caused the gov-
ernment to decree that women's skirts for winter must
be shortened and narrower than present styles dic-
tate.
It is also given out that there is just enough leather
(or fishermen, miners, canal workers and a few other
allied trades, hence the women's footwear must be
made of wood and cloth.
In addition to this the German government ad-
monishes the people that there is a shortage of vege-
tables and that the principal food this winter must be
turnips.
