in the peaceful pursuit of good works
But no Advance will be made by the adoption of any new scheme
displacing the solid foundation of liberal principle on which our whole
system now reate. Nothing will be accomplished by taking away from
thrift its reward, from labor its dignity and from too whole society of
men their freedom of effort, subject only—as it is now and should be—to
its abuse.

stitutional convention has completed
its consideration of a bill creating a
state court which wouid try those ac-
cused of starting lengthening and los-
ing the war. It will be presented in
the national assembly soon.
The measure provides for a commit-
tee of 15 members of the national as-
sembly to investigate the political and
military leadership of the country
prior to a nd 1 during the war, and re-
quires the government to produce any
documents needed at the projected
