todian should be returned to the in-
dividual owner® upon condition that
the total amount thereof should be
used for a number of years as col-
lateral security to furnish credits
for German industry
It generally is believed in Ger-
many that the United States must
eventually seek to lower its own
rate of exchange and to help raise
the rate of other countries, there-
fore the United States must export
some of its capital either by pur-
chase of foreign loans or in the
form of opening credits.
There is also a general feeling in
Germany that if and when Ger-
many’® finances and economic con-
ditions are brought to a stag* where
recovery is within sight, the next
move will be to rehabilitate Russia
It is felt that the world can not
return to normal conditions until
Russia also has been brought well
on the road to financial and eco-
nomic recovery.
It is right along these important lines that
