Conservation of Flood Waters.
I One of the greatest constructive legislative
AEquestion that now knocks for solution at
Ute door of our thoughts is the conservation
of our flood waters and the preservation of
our overflow lands. Not one bucket of flood
E Water should ever reach through Texas
Matreams the Gulf of Mexico. Enough water
• falls within the borders of Texas for all our
Edomestic, agricultural, stock and manufac-
Eturing purposes if properly conserved and
2lwisely used. Texas streams, say informed
Sengineers, carry annually into the Gulf of
Mexico enough water to completely irrigate
12,000,000 acres of land. Only 5 per cent
of this water is now being used. We should
use it all. It will add to the happiness and
' wealth of the state. Texas is favorably sit-
; Bated for the controlling of its streams and
impounding of its waters, for the reuson that
most of our rivers and watersheds are en-
tirely within the borders of the state. Nature
80 formed the northern, western and central
I portions of Texas through which these rivers
flow that it will not be a difficult task for
, civil engineers to turn the flood waters into
I reservoirs, gorge-like valleys and canyons
and artificial lakes on land adjacent to these
rivers. A chain of lakes could be established
in which our flood water could be conserved
for use and by so doing assist in preserving
the overflow lands of south Texas. Above
all things, immediate legislative action
should be had looking to the protection of
the rich lands in the valleys of our Texas
rivers. To such a progressive program of
state-wide importance I pledge my best ef-

Crooked and Losing.
"It‘s hell to play a losing game." This is
what Walter Bundridge of Moberly, Mo.,
said when he surrendered to an officer
after wrecking the bank of which he was
president and creating a shortage of $400,-
000. In hi3 case it is hell for the depositors
of a bank as well as the wreckers of the
bank
Bundridge and his brother conducted the
bank. They had the cconfidence of the
commiity. When the slump came it caught
2 them with a load of frozen paper.This
frozen paper became worthless assets. Now
the chief wrecker and his brother are in
jail. Yes, it is hell to play a losing game,
but it must be a dozen hells to have played
a crooked as well as a losing game. There
are many men who play losing games, and
who go down with the respect and the confi-
dence of their fellows. A crook cannot do
this. When he goes down, he goes down
for good.
