A new interpretation of a joint!
rule of the hous and senate, of
far-reaching effect, yesterday pre-
vented the senate voting on final
passage of Witt'a tenth court of
civil appeals for Waco bill. The |
lieutenant governor held that a
senate bill could not be taken up
ahead of house bills, on "house bill
day," without consent of the house.
It was stated that this had been
done earlier in the day on other
bills, but the point of order was
raised by Senator Woods of Na-
varro, who insisted on strict inter-
pretation of the rule.
