THE first two week* in December should
I settle the question of whether two-thirds
of Austin and Travis county desire comfort,
health, and. adequate education.
In all three there is of course involved pros-
pertty. For prosperity most surely will come
to any county seat whose county has all-year
roads. Prosperity cerainly is aided in any
city that has a good and adequate water sup-
ply. No city is permanently and completely
prosperoug that permits its children to be
educated in over-crowded, insanitary quarters.
The business of the first two weeks in
December is a deadly earnest one. Cities in
reality are individuals. In the case, of Austin ‘
there is such a thing- as an individual mind

Our citizens should only be asked to vote on
one day. Already two electiota have been held
this fall One more should be enough. The im-
portant thing is that the three issues, voted
on at a single day, will attract to the polls a
heavier vote than any one or any two of them
would attract. There should be the very
widest consideration to all three questions.
A petition should be submitted to the
county commissioners at once for the calling
of a county-wide good roads issue on Dec. 14
and if possible the terms should not be chang-
ed from the document already voted upon.

with a majority of approximately three to
one. To change in any material way the road
prot caal woul mean the necessity of a com-
plete re-education aa to the details of the
proposel.
The same or approximately the same proposal I
if submitted again will have the advantage
of the educational effect of the last campaign.
Since a majority of those voting has already
spoken in favor of the submitted proposals, it
is but fair to find out whether the required
two-thirds are now ready to endorse what al-
most two-thirds already have endorsed.
If the three issues are submitted on Dec. 14
there should be no heart burnings on the part
of the especial enthusiasts of any one pro-
posal. Such enthusiasts can d a special work
for their own projects without attempting to
defeat either of the others, and after all the
voters themselves and not merely, the sup-
porters of these proposals are the real mas-
ter of the situation.
The Austin American personally favors all
three of the proposals. But it is really up to •
the voters of the city and of the county to de-
termine whether it wants any or all of the
proposals realized. Nothing could be fairer
