I was recently appointed on the
Advisory Board of the National
Rivers and Harbors Congress, and
have just returned from the Conven-
tion Meeting in Washington. Having
listened to such men as Honorable
Lyndon Johnson of Texas, Honorable
Everett Dirksen of Illinois, Honor-
able Sam Rayburn of Texas, Sena-
tor Edward Martin of Pennsylvania,
Representative Joseph W. Martin, Jr.
of Massachusetts, Honorable Richard
M. Nixon, Vice President of the
United States, and Major General
Emerson C. Itschner, Chief of Engi-
neers, Department of the Army, I
am more convinced than ever that
the construction work done by the
U. S. Army Engineers does lasting
good for the country. We kick and
growl about government spending
and consequent high taxes. Maybe
we should kick louder and harder,Change of Address

but let's remember that a lot of it is
essential and some of it is profitable.
As to the essential, if our defense
budget keeps us out of war, then it
is well worth while, even though
the figures seem staggering. Another
essential item is when damage to life
and property is threatened by gang-
sters and racketeers, and local poli-
tics prevent local officers from im-
mediately restoring law and liberty.
Then national officers of law and
order should be able to quickly step
in and do it. I'm afraid that insuffi-
cient funds for law enforcement have
in some cases made this country a

has paid off and is paying off. A
statement I have often made is that
government spending for dams to
store water when it is raining and
send it down when it is dry, and gov-
ernment spending for levees to pro-
tect valuable land and canals to drain
