WASHINGTON, Aug. 16.—framed
late legislation by congress is neces-
sary if the federal government Is to
curb the coal profiteers aud insure
an equitable distribution of the lim-
ited supply of fuel, Secretary of
Commerce Hoover declared today.
Efforts to control prices and dis-
tribution through voluntary agree-
ments are threatened with failure,
due to the refusal of some coal op-
erators and other interests to co-
operate the secretary admitted.
