State Government's Phantom Deficit
Seme Texans are beginning to suspect a plot to
saddle them with new state taxes whether they’re
needed or not /
There is ample justification for such suspicion.
Item: Estimates of the “deficit” to be faced by the
state government during the next two years are going
up at an amazing rate of speed. First of these esti-
mates, as we recall, was a 12-million-dollar figure used
by Comptroller Bob Calvert a few months ago. Latest
was a 132-million-dollar figure used in a speech here
Monday by House Speaker Waggoner Carr.
Item: Official discussion of and comment on state-
its made in public hearings of the Texas State Tax
Study Commission have dealt almost exclusively with
proposals for new taxes. There has been little, if any,
official reaction to the most frequently made recommen-
dation to the commission—that the state property taxes
be abolished.
Item: Report forms submitted by the state Hale-
Aikin committee to the county study groups are
packed with questions that can be interpreted as a
buildup to a Strong bid for new state taxes for the
public schools.

the state government. This truth, onee widely known.
Very likely will start a taxpayers’ rebellion that
would shatter many a political fortune.
e. . Th say to all members of the state government:
Stop talking about a “deficit” unless you explain that it
is only a phantom figure because, in reality, the state
Eovernment has almost * billion dollars in surplus cash.
Stop talking about the need for new state taxes until
you can justify additional taxes, and that’s somethin*
you cannot do at this time. *
Talk. Instead, about the need for legislation to provide
for proper, use of existing revenues, about the possibili-
ties for eliminating unnecessary and wasteful state ex-
Penses and about the prospects for a cut in state taxes
instead of an increase.
Then you will be talking sense instead of nimsenpa.
