paper risks its status as a legal
publication if it misses only one
issue.
This is of critical importance
to weekly newspapers, because if
they lose their legal status it
means they have lost income
from the publication of legal ad-
vertisements.
The principal author of the bill
is Rep. Vernon Beckham of Deni-
