Senator A If J. Harper of Mexia yes-
terday notified Governor Campbell that
he was ready to resign his seat, effect-
ive upon the election of his successor.
Senator Harper was elected lodge of
court of criminal appeals at ths dem-
ocratic primaries in July and will as-
sumehia duties on the bench Ip Jan-
uary. The senatorial convention of his
district, which includes Freestone,
Limestone and Brazos counties, will
nominate some one to be placed on the
democratic ticket for the general elec-
tion. Senator Harper was re-elected
to tbe senate in 1908 and had served
in three sessions when elected to the ,
criminal appellate bench.

The Galveston Wharf company now
receives 31.75 for the handling of each
loaded car. It proposes to charge a
division of the through rates, "equal to
the division of the through rates grant-
ed by the Gulf, Colorado and Santa Fe
railway to phe Texas City Terminal
company." In their application for an
emergency order the railroads allege
that such a uate would be "excessive
and grossly unreasonable, And would
militate against the interests of the
shippers and of the public generally.”
The railroads affected are the Inter-
national and Great Northern, Trinity
and Brazos Valley, Galveston, Harris-
burg and San Antonio, Galveston.
Houston and Harrisburg, Missouri,
Kansan and Texas, and Gulf, Colorado
and Santa Fe. H. M. Garwood and
