Among the Republican members of
the ways and means committee there
is an understanding that no informa-
tion shall be given out as to specific
rates on different schedules until the
bill as a whole is complete. Never-
theless, there is a constant trickle of
hints that the figures now being fixed
will compose on the whole a higher
tariff than we ever had before. The
mere fact that this information leaks
out, and the fact that it creates dis-
quiet among the rank and file of the
Republican members of the House, is
proof of uncertainty of mind.
Not only are the leaders uncertain as
to just what they want, the various
biocs also seem uncertain. When the

WASHINGTON, D. June 22.—If
any leader in either party thinks he
can torose what turn the coming tar-
iff debate will take, he has not enough
confidence in his foresight to make
him feel comfortable. The Democrats
taunt the Republicans with not know-
lag what they want in the way of a
new tariff. The Republicans could
with equal reason taunt the Democrats
with not knowing what they want.
Unhappily for the Republicana, how-
ever. it le they who have the responsi-
bility for writing the bilL
They are’busy at it now. The ways
and means committee consists of fif-
teen Republicans and ten Democrats.
It is the fifteen Republicans who will
determine the bill. Of those fifteen
only two, namely, Longworth of Ohio,
and Fordney of Michigan have had any
