Gramm said that with a Constitutional require-
’ ment that the budget be balanced, setting priorities in
Congress would be much like buying a car, "Not only
does the dealer have to convince you that a Chevrolet
' is a good car,” he said, “out he has to convince you
that it’s a better car than a Ford or a Chrysler or any
other car you could buy. And it has to be a car you can
afford.”
Gramm told the subcommittee members that every
prolonged period of inflation in American history
has been preceded by excessive expansion of the
money supply. He said that in the case of the double
digit inflation now facing the country, expansion
in the money supply was roused by federal deficit
spending. Gramm emphasized that until Congress to
' forced to set priorities and balance the federal budget,
deficits will continue “And as long as the federal
deficits continue, so will inflation/' Gramm stated.
Gramm’s amendment would prohibit the federal
government from spending more than it receives in
tax revenues in any fiscal year, except during time of
war or national emergency. Earlier this year, another
Gramm initiative, which would have tied a prohibition
against deficit spending to legislation extending the
coiling on the federal debt, failed by only two votes.

so much easier for Congress to say “yes’ than to say ‘no’
to those who want the public's money. But fiscal
responsibility requires that we say ‘no’ to some good
projects. The question to not whether a program is good,
but whether it's a good program we can afford.’

people have known for seme time: we can’t afford to
fund every program that’s suggested to the Congress.
