Don Rains, State Representa-
tive from Dostrict 45, announced
today that he has filed his applica-
tion with the State Democratic
Chairman to be placed on the
ballot for the primary election to
be held on May 1, 1976.
In announcing for re-election
Rains said, “This past session of
the Legislature was very success-
ful for District 45. A Criminal Dis-
trict Attorney office was created
for Hays County with the salary to
be paid by the state. Southwest
Texas State University received
the most generous appropriations
in the history of the school. At the
request of Medina County’s Com-
missioners Court, we abolished
the office of County School Super-
intendent. Frio County rreceived
approval by the House to have an
additional District Judge, but the
bill was defeated in the Senate. In
compliance with the request of
many farmers and ranchers in all
counties in the District, I worked
with the Texas Animal Health
Commission, authored and
passed House Bill 1590 which
aided cattlemen with brucellosis
in their herds.”
In the 1977 session of the Leg- .
islature, Rains said that he will
work for the improvement of our
judicial system, try to coordinate
application procedures between
the Health Department and the
Water Quality Board so that cities
involved with getting permits to
install wastewater lines have a
clear knowledge of how and what
to do. Rains also said, “County
Government needs to have more
teeth in it. My staff and P are
investigating ways to strengthen
County Government.” Rains
made it clear that he will again
protect irrigation water in the
district from any regulation such
as measuring devices. Agricul-
ture is very important in counties
where irrigation water is used and
deserves top consideration.
In conclusion Rains said, “I
appreciate the people of this
district and the kindness shown
to me and my family during my
first political venture.”
