award is presented annually to a lo-

Walker admitted maintaining
perfect attendance for nearly half a
century hasn't been easy.
"It takes dedication," he said.

Sometimes you have to give up
some things.

of Public Accounts, both from
Austin.
County treasurers who attended
all of the sessions of the conference
received continuing education units
from Texas A&M's Office of Con-
tinuing Education. Treasurers are
required to complete 20 hours of
educational effort every two years
in accordance with state law.
"A reception for past presidents
and a silent auction was held dur-
ing the opening night of the confer-
ence," said John Gilmartin, Exten-
sion coordinator of the V.G. Young
Institute of County Government.
"Also, reports were presented by
the Texas Association of Counties,
and several scholarships were pre-
sented by the County Treasurer's
Association of Texas."
At the April meeting at Texas
A&M University, the resolution
was reaffirmed that the County
Treasurers Association is opposed
to the abolishment of the State
Treasurers' Position and any other
County Treasurer's Office.

Day" in recognition of Walker's
service to the club, noting that an-

declared several years ago for
Walker's efforts in the Carthage

"It's an honor for me today to
say I've done this twice for Jake
and no one else,” Joines said as he
presented a copy of the proclama-

About 60 people gathered on the
steps of the Panola County Court-

children who have died from abuse
or neglect.
The ceremony, which was spon-
sored for the first time this year by
the Panola County Children's Ser-
vices Board, was held in conjunc-
John Cordray, the speaker for the
event. "They are the elderly, the
mentally ill, and the children.
"Today we are here to focus at-
tention on the children, and more
specifically on the 100 Texas chil-
dren who died last year as a result
of child abuse. Probably none of us

A local man was honored Tues-
day for nearly half a century of ser-
vice.
Jake Walker was named to the
Kiwanis Club Legion of Honor for
45 years with the Carthage Kiwanis
Club. Walker is a charter member
of the local chapter, which will
celebrate its 45th anniversary this
June. Walker and his wife, Ouida,
were the guests of honor at the
weekly club meeting.
"Sometimes these honors come
too late," noted James Hill, Kiwa-
nis Club member and former Dis-
trict Lt. Governor. "But we want
our honorees to enjoy their honors,
to enjoy the fruits of their labors."
Hershel Fulmer, current Lt.
Governor for the Texas-Oklahoma
District, presented Walker with the
Legion of Honor, recognizing 45
years of perfect attendance. Walker
hasn't missed a meeting in all that
period - any time he did not attend
a weekly meeting, he made it up
with visits to other clubs or atten-
dance at board meetings.

those 100 children, but if we do not
report known or suspected child
abuse, next year it could be a child
we know who is represented by a
candle."
Those gathered included mem-
bers of the board, Commissioner
Herbert Koonce, local residents,
and dozens of children. Members
of Panola County Camp Fire sang
"We Are The World" during the
brief ceremony. The candles were
lit and a prayer was said for all
victims of abuse.
"Somewhere in Texas ther are
people who knew these 100 chil-
dren," Cordray reminded those
gathered. "They weren't just can-
dles to them; they were faces and
voices and personalities."
The ceremony was held to con-
clude local activities during Child
Abuse Prevention Month. The chil-
dren's services board, which pro-
vides support and assistance for the
local office of Child Protective
Services, hopes to make the candle-
lighting ceremony an annual event,
to remind the public of the need to
protect children and educate par-
ents.
Cordray stressed the need to re-
port suspected cases of child abuse
to law enforcement, to CPS, "or
even to your county judge."
"The children of Texas are de-
pending on us," lie said. "We must
not let them down."
