In Thursday Crash
Two automobiles were slightly
damaged but the occupants were
uninjured in a collision about
9:04 p. m. Thursday at the inter-
section of West California street
and Highway 77.
Involved in the accident was a
1950 Dedge pickup driven by
Jimmie Jack Hatcher, 15, of 815
North Grand avenue and a 1938
Plymouth sedan driven by Otis
Trail, 32, of 808 North Clements
street. Damage to each vehicle
was estimated at approximately
$30.
The collision occurred as Hat-
cher was driving east on West
California street and Trail was
making a left turn onto Highway
77.

WASHINGTON (AP) — Texans
in the nation’s capital had a
prominent part in the shaping of
events in troubled 1951.
Because of the nature of the
times, few of the problems tack-
led were of purely state or even
regional interest. Probably of
most interest to Texans apart
from the question of peace or
war was the tidelands issue. That,
too, remains unsettled.
Speaker Sam Rayburn of Bon-
ham, as presiding officer of the
House, was responsible for steer-
ing national defense legislation
through that side of the Capitol.
Early this year, incidentally, he
attained the distinction of serv-
ing as speaker longer than any
man in the history of the United
States Congress. He surpassed
the century-old record of 8 years

dominion” over the oil - rich
lands beneath the marginal seas
a real deadlock has developed.
The states no longer can issue
leases for development of the off-
shore property. But, neither can
the federal government unless
Congress passes specific legisla-
tion granting such authority.
President Truman and his top
administration leaders want fed-
eral control. Most congressmen
favor state ownership.
A lot of debate is expected on
the issue in forthcoming months,
with little or no chance of a per-
manent solution being reached.
At best, and remote too, is the
possibility of a compromise to
permit development of the sub-
merged lands on a tentative ba-
sis with money receipts being
impounded for disbursement
when a final agreement is ef-
fected.
The tax scandal probe is not
without Texas angles—though in
this case the Lone Star state can
take pride. The Commissioner of
Internal Revenue is John Dun-
lap of Dallas. He took over the
position as the inquiry began and
is cooperating in the drive to
weed out the inefficient and dis-
honest. He has named Frank W.
Lohn, 53, a native of Waldrip,
Tex., head of the house cleaning
program.
Another more or less regional
as it has been for years. The
prospects are not too good that
problem which arose during the
of action occurred in year; and which is of special in-
employment officials down at the
state and community levels.
There’s some agitation here for
strengthening immigration laws
to provide severe penalties
against farmers who hire or har-
bor “wetbacks,” aliens who have
waded the Rio Grande figura-
tively if not literally to enter

differences of opinion among
congressmen from the various
states may precipitate heated de-
bate.
The year 1951 saw one chunge
in the line-up of the Texan con-
gressional delegation.
Rep. Frank Ikard of Wichita
Falls became the freshman mem-
ber of the group when he won
a special election called to fill
a vacancy created by resignation
of Ed. Gossett. The former Wich-
ita Falls legislator now is a pri-
vate utility attorney in Dallas.
Tom Connally presided over the
Foreign Relations committee. The
group has much to do with the
determination of international
policy.
Much in the lime light in re-
cent weeks have been the delv-
ings of the Senate Armed Pre-
paredness subcommittee headed
by Texas’ Senator Lyndon B.
Johnson.

Seven Sites for
Air Force School
To Be Considered
WASHINGTON, Dec. 28 (A)—
Proposals for an Air force acad-
emy patterned after the Army’s
West Point and the Navy’s An-
napolis will be considered by the
session of Congress opening
Jan. 8.
Just when the bill will be
taken up is uncertain. Probably
not before February, a House
Armed Services committee aide
told a reporter today.
Rep. Vinson (D-Ga), commit-
tee chairman, introduced the bill
which will be considered. It
would authorize the secretary of
the Air force to locate the acad-
emy at a site of his own choos-
ing.
The secretary would not be
bound by the findings of a spe-
cial Air Force Academy Site Se-
lection board which after look-
ing into 354 sites reported early
this year it considered the fol-
lowing the most desirable sites:
Randolph field, San Antonio;
a site near Grapevine in the Dal-
las-Fort Worth area; a site in
Grayson county, in North Texas;
Charlotte, N. C. area; Colorado
Springs, Colo.; Camp Beale, near
Marysville, Calif., and a site near
Madison, Ind.
