Note: The reporting period for this report is July 1, 1985 - June 30, 1986. There are 87 municipally-owned systems in Texas. Alto, Bullard, Cotulla,
and White Deer did not report. Municipally-owned systems are not classified as gas utilities, but are regulated by the Coinnission in the area of
pipeline safety. Grey Forest Utilities is a municipally-owned system; however, It is classified as a gas utility because it makes a sale for resale to
the city of Boerne and pays the RRC gross receipts tax on this sale.136
