INTRODUCTION
The purpose of this report is two fold: first, to help
individual taxpayers determine if their property is taxed
equitably, and second, to enable the taxpaying public and public
officials to compare property tax levels with that imposed in other
localities over the state.
Trustees, councilmen, and commissioners of local governments
in Texas increased property tax levies by $1.3 billion in the
fiscal year 1991-92 for a total of $13.3 billion. Tax rates
averaged 2.1% of value statewide and exceeded 3% in some places.
This report presents statistics for the 1991-92 tax year--the
most recent year for which complete data are available. Taxpayers
already have paid their 1992-93 tax bills and are aware that
preliminary reports indicate that school districts, including the
new county education districts, have increased school tax rates an
average of 10% above the levels shown in this report.
This is the 12th Texas Research League report to list
appraisal ratios for school districts based upon market-value
studies by a state agency. The amount of property tax has been
computed for a single-family house that would have sold for $80,000
and for the amount after homestead exemptions.
To help community and business leaders compare the tax burden
in their area with other jurisdictions, the local property taxes on
$80,000 of commercial or industrial equipment and inventories for
each city are shown. The figures can be scaled for $8 million or
$800 million of taxable property. For municipalities that overlap
two or more school districts, the tax burden has been calculated
for each major overlapping district.
The report is possible only through the generous cooperation
of the staff of the Property Tax Division of the State
Comptroller's office, and through the help of local officials who
provided the information.
