The Senate joint resolution, authoris-
ing the Governor to adjast the matter of
the hypothecated bonds with Williams At
Guion. was paased.
A resolution was offered prohibiting
the introduction of bills out of order,
without the consent of nine-tenths of the
Honse.
Judiciary Committee No. I 'was in-
structed to report on the propriety of
passing a bill to ensure wives and minors
the benefits of life polieies without the
intervention of an administrator, or the
proceeds being liable for debt. ‘
Mr. Sayers offered a resolution asking
the Judiciary Committee to prepare a
bill, making life insurance companies
liable to suit in any county where they
have an agent. । s
A message from the Governor was re-
ceived vetoing the bill validating the
election in Wilson county, on the ground
that Art. 3 of Sec. 6 of the Constitution
requires elections to be held at county
"seata, and consequently cannot be legally
validated by the Legislature, but he states
that he has commissioned the three per-
sons who received the highest number of
votes in the county,
Messrs Ireland. Denton. Broaddus,
Allen, Roberts and Williams spoke in
favor of passing the bill over the veto. It
was passed over the veto by the House
The special committee, to whom the
bill providing for the payment of teach-
ers was referred, reported it back favor-
ably, but appropriating 8400,000, and re-
quiring the teachers to make oath that
they have not been paid before, and re-
quiring County Treasurers’'to forward
any school money on handeb once to the

rial of N. P. Lawsod, preying for an act
requiring land eertificates to wane to the
heirs of Josepl Percival.
A message from the House was re-
ceived, announcing passage of bill pro-
hibiting the sale of intoxicating dliquors
in vicinity qf Red Rock, Bastrop county;
joint resolution authorizing Governor to
• adjust the matter of the hypothecated
bonds with Williams & Guion; to incor-
porate Western Narrow Gauge Railroad:
requiring Land Commissioner to cause
certain land certificates to be published;
to incorporate Rusk Masonic Institute;
to incoporate Excelsior College, Bastrop
county; amending the charter of Nava-
sota.
Senator Rawson introduced a resolution
authorizing the Governor to invite the
President to visit Texas during his
Southern tour, and to express to him the
sentiments of loyalty and devotion to
national, unity andprosperityTexas, with
her sister States, noy earnestly and
heartily desires.
Senator Word had no okjeetion to
inviting the President to visit Texas, but
I honght he had better be at home attend-
ing to his bnsiness.
Senator Shelley, objected to the word
loyalty" as not suited for use by Repub-
licans. He moved to strike out "loyal"
anti loyalty" wherever they occurred, as
it iutimated that there were States want-
ing in fealty, which he was not willing to
declare.

any partisan feeling would be exhibited,

lection of taxes on railroads ; to prevent
the sale of intoxicating liquors within
two miles of Nacogdoches county;, a res-
olution for the appointment of a special
committee of five to redistrict the State
into Senatorial and Representative dis-
tricts; to incorporate Sherman.
A resolution authorizing the Chnirman
af the Enrolling and Engrossing Com-
mittees to employ assistance for the eh-
volling and engrossing clerks w hen neces-
sary, caused quite a debate.
he enrolling clerk had been granted
thirty days leave of absence on the un-
derstanding, that he had employed the
necessary assistance to do his work in
his absence, but the persen employed had
not appeared.
Some members wished to declare the
oftice vacant and elect a now enrolling
clerk. Senator Sayers introducnd a sub-
stituteforthe resolution. requiring the
clerk of the special investigation com-
mittee to aid the enrolling and eugross-
ing clerks, which was dually adopted.
The clerk of the Finance Committee
was required to act as clerk of the Edu-
cation c’ommittee also.
The Honse Militia Bill was taken up
out of regular order, ordered printedand
made the special order for haf-past ten
o’clock to-morrow and from day to day
until disposal of.

visit the Southern States ; that other
States had invited him to visit their
capitals, and he believed it was right for
Texas to do so too. He hoped the
amendment of Senator Shelley would be
agreeu to, and the resolutien adopted.
The amendment was adopted.
Senator Finlay then introduced a sub-
-titute for the original resolution : simply
inviting the Presideut to visit the capital,
and rennesting the Governor to send him
a copy of the resolution.
The substitute was agreed to, and
dually adopted in place of the original
resolutiou, by 9 ayes to 2 nays—Dillard
and Word.
