You are hearing a lot of explanations and alibis about the
North Dakota Republican primary. To test them you need
The Bond Issue a Fiasco?
The foolish effort of the city commission to usurp the
people’s bonding power now appeals likely to end in another
fiasco.
Despite reports from City Hall that approval of the bonds
had been given by eminent attorneys and that sale of them
to a St. Louis banking concern had been secretly consum-
mated, Commissioner Townsend says the city hasn’t yet re-
ceived the money, tho it was expected the first of the month.
“The money will come,” Townsend asserts. *
He frequently made the same assertion when thercity was
trying to sell $850,000 worth of notes a few weeks ago. But
the money never came.
The bond issue was an egregious mistake. It was in vio-
lation not only of the written terms of the city charter but
of the plainest, most common-sense understanding of good
public policy.
One effect of it will be to turn many voters against the
annexation program, who previously might have been count-
ed on to support city expansion.
If the city officials are to bungle so grossly in their man-
agement of the affairs of the Fort Worth of today, the aver-
age man is likely to doubt the wisdom of giving them any
more territory to control.

First. That Lynn Frazier, nominated on the Republican
ticket to succeed Senator MeCumber, was within the year "re-
called”—that is, fired—from the governorship to which he
had been elected twice.
Second. That Governor Nestos, who beat Frazier in the
recall election, has been nominated over the Nonpartisan
league candidate by a majority as large as that by which
Frazier has beaten McCumber for the senatorship.
The vote for Nestos was the barometer of the “local
issues."
The vote for Frazier was the barometer of national issues.
It reflected again, just as Indiana and Iowa have reflected be-
fore, what the voters—the Republican voters—think of the;
present state of the nation.
Nor should the White House be given all the blame.
Discounting Daugherty and Fall and Lasker and the
president’s partiality for the harder boiled among the sena-
tors, still and yet these repeated slaps at the Old Guard are
aimed at congress itself, as distinguished from the adminis-
