WASHINGTON, May 26.—The
congressional payrot* racket has
brought down on senators and rep-
resentatives a flood ef indignant
letters of protest.
Voters back home, feeling the
press of hard times and high tax-
es. began writing their congress-
men as soon as Raymond Clapper,
chief of the Washington Bureau
of the United Press, started a se-
ries of dispatches last month dis-
closing how relatives of legisla-
tors received up to $3,600 a year
out of government funds but did
no work.
The letters piled up as each
successive dispatch revealed in-
stances of other relatives on the
congressional payroll who acted as
political contact agents, of con-
gressmen's wives and debutante
daughters who lived in expensive
hotels and drew government sal-
ary checks for “pin money,”' of
lavish expenditures on senatorial
junkets. • ,
Extent Is Revealed.
The dispatches attracted much !
attention in Washington. It had ■
been known generally here that -
some congressmen employed rel-
atives as clerks and secretaries. |
But few realized the extent of the
practice or the number of rela-
tive-employes who did no work. I
When the House finally voted to
make public its hitherto secret '
payroll lists, more than 100 mem- ,
bers were shown to be employing I
relatives at government expense.
Cabinet members—so often the ।
subject of investigation by Con- 1
gress—followed the disclosures of ।
congressional graft with much in
terest-and enjoyment. The White
House which has no control over
the_payroll racket, received many |
letters asking that it be stopped. j

made public the House payroll,
said that until the United Press
dispatches focused attention on J
the subject, he always had sup-
posed the lists were public.
"As soon as I found they were .

he said.
Rep. MeGugin. Rep,. Kan.,
praised the disclosures, saying:
' "When people are on the pay- j
roll and not working, it is a na- 1
ttonal scandal. The series has
been beneficial.”
In an aditorial headed "Leeches i
in Congress,” the Washington
post today declared that "publi-
