That a serious condition
faces the cotton states be-
cause of the low price of
cotton no one questions. Not
only is the cotton raiser fac-
ing loss, but the bankers who
loaned him money to raise
the crop, the merchant who
has furnished him supplies,
and every man who depends
on the money received for the
cotton crop is also facing ser-
ious loss. It is the extreme
seriousness of conditions that
led the representatives of a
hundred Texas banks to hold
a conference in Dallas Friday
for the purpose of devising
some plan to avert disaster
to . the cotton grower." From
the reports we have of that
conferenee the action taken
by these bankers met littla
or no opposition among the fi-
nanciers of the State. It
muste be a reasonably safe
apd sound policy to have the
endorsement of so many sea-
soned ^bankers.
The plan is to raise a fund

raiser fifty dollars a bale on
a million bales of Texas cot-
ton to be taken off the mar-
