Heart failure, according to Dr.
George Hermann of the University of
Texas, is caused by derangement in
cell chemistry which results in a low
creative content in the cells.
In 1811 the Treasury at Washington
started an accgunt called the "con-
science fund,” into which was placed
a remittance from a remorseful citi-
zen who had evaded a federal tax.
In the 125 years since the fund was
started it has received 8624,113, a con-
siderable amount of balm for guilty
consciences.
According to the Houston Fost. the
latest check came from a former
doughboy who pilfered some chocolate
candy bars from a government supply
truck in France during the World
War. He sent 83 to pay for the stolen
sweets.
The "conscience fund” would swell
to epoYmous proportions if all Amer-
icans who have evaded their Indebted-
ness to the Government would follow
the example of the doughboy who
stole candy to satisfy his desire for
sweets.
Every year, merchandise which
would yield millions in customs duties
is sneaked into the country by tour-
ists returning home after foreign va-
cations.
There is widespread evasion also of
many federal taxes.
The Americans who have poured
more than 8600,000 Into the "con-
science fund” apparently decided, af-
ter thinking it over, that one should
be an honest with the Government as
with one's fellow citizen.
Which is a thought many of us
could ponder with profit.

The general Executive Board of the
Wiscorisk State Federation of Labor
herewith issues a solemn warning to
all labor 'and farmer unions and their
friends to beware of a conspiracy of
treachery which has been set tn mo-
tion against the legitimate movement.
This comspiring opposition does not
operate in the open. Its methods are
ascute and devious. It glibly talks of
a 'united front,” but in reality is en-
gaged in promoting division and de-
struction. It shouts "democracy,” but
pursues bold dictatorial practices. It
purrs of "unity” and "co-operation.”
but usurps the functions of demo-
cratically constituted bodies. .
It seeks to control the labof move-
ment not for rational progress, but to
promote the type of leadership which,
through wild tactics, has led nations

Milwaukee, WIs. (AFLN8}.—Grap-
pling in earnest with the destructive
policy of John L. Lewis' Committee
for Industrial Organization, the Gen-
eral Executive Board of the Wiscon-
sin State Federation of Labor, after
an all-day’s session devoted to "Con-
sidering statements from' various
sources charging certain persons ac-
tive in the Wisconsin provisional com-
mittee of. the C. I. O. with disruptive
tactics,” asked Emil Costello of Keno-
sha, who.4s a member of the General.
Executive Board and also State chair-
man of the C. I. O., "to resig from
the board or stand trial for having
violated the principles and constitu-
tion of the Federation."
The resolution demanding Costello's
resignation was passed by a vote of
nine for it, one opposed and one not
voting. Costello cast the negative vote.
After the motion was adopted Costello
told the board be would not resign.
The board thereupon declared that a
trial on the formal charges will be
held in the near future.
The board said its action "was not

A London chimney sweep has
The recent award of a medal and a
certificate of honor to an Alabama
electric line foreman again brings to
attention the safety and first aid in-
struction given to many employees of
public utilities and other large cor-
porations.
Gordon Burgess of Montgomery, a
foreman employed by the Alabama
Power Company, is one of the latest
to receive the Edison Electric Insti-
tute’s award for saving human life.
The medal, of copper, was made
from the conduit laid in New York by
Thomas A. Edison, which signalled the
beginning of the eta of electricity.
Burgess saved the life of J. B. Gif-
ford by resuscitation. Gifford acci-'
dentally came into contact with a
2,300-volt wire while working on a,
pole. Burgess quickly came to his aid.
Physicians said only the quick
work by Burgess saved the lineman's
life.
The power company's trained life
savers not only give aid as required
by members of its own organization,
but are available to anyone within
reach who needs their services. They
are particularly expert in resuscita-
tion in cases of near drowning or elec-
tric shock; and their work is deserv-
ing of the highest praise.

Labor Leaders Are Villified
These astute destruetionists who are
openly or secretly communists or
henchmen under their command, have
succeeded to confuse the minds of
many workers. Through emotional
appeal and false presentations of is-
sues they have enticed some workers
into their camp.
No vinification is outside the scope
of treachery, employed by them. Con-
structive criticism has no place in
their tactical practices. Men in the
Wisconsin State Federation of Labor
and the American Federation of Labor
who have faithfully served the work-,
ers are constantly being attacked and
lied about, with the plain intent to
cause desertions from the ranks and
to build up a gullible followership tor
“the’revolution." '
These conspiring destruetionists
operate varionsly. Some of them are
direct emissaries of the communists.
Others may he free lance individuals
who have Vcqtred membership in
some union, usually but recently. Still
others represent the C. I. O. Some of
them are all three of these.
Unions Are Disrupted
Wisconsin has been invaded by per-
sons, many of doubtful connections,
who attempt to organize without re-
gard to reason or practicality. The
invasion of our State by those who
would effect a dual movement should
find no support among sincere, intel-
ligent unionists.
This message is not a criticism of
those who believe in industrial union-
have succeeded in dividing several un-
ions in the State, disregarding bar-
gaining agreements secured by and
through the efforts of central bodies,
state federations of labor, district and
sttae councils, international unions
and the American Federation of La-
bor, during many years of effort.
Communist Aetivities Again Labor
One of the most menacing activities
of this group of conspirators from the
camp of communism is the effort to
take over the legislative functions of
the Wisconsin State Federation of
Labor, one of the primary functions
of the state labor body.
Two years ago they helped kill our
labor disputes bill. They instigated
the calling of a conference to "con-
sider labor legislation.” They coun-
tered the program of the Wisconsin
Federation and made a futile attempt
by promoting most impossible meas-
ures.
The latest attempt to take over the
control of labor and legislative func-
tions now vested in the State Federa-
tion and place it into irresponsible
hands evidenced by ahe issuance of a
call for a "People’s Conference for
Social and Labor Legislation • « •
for the purpose of uniting all labor,
farm and liberal organizations in a
state-wide mass campaign.”
The name of the Farmer-Labor
Progressive Federation was used
