Speaker of the House of Repvesentatives
of the State of Texas:
follows : Nor ehall die Legislature grant, by appropriation or
otherwise, any. amount of money out of the treasury of the State, to
any individual, on a claim, real or pretended, where the same shall
, not have been provided for by pre-existing law.’’;
The court in whose service the jurors are engaged is a court of
the United States, and it is the duty of the General Government to
provide for the ample pay of its jurors. We respectfully suggest
that the petitioners lay the matter before Congress, which body, we
trust, will grant them such extra pay as their services may entitle
them to. We regret that the Iegislature cannot legally make the
appropriation asked for. otherwise the committee would take pleasure
in recommending it.
Under the circumstances the committee feel constrained to report
the petition back with a recommendation that it be laid on the table.

the services of the grand and petit juries, and believe that their pay
prescribed by law is entirely inadequate t pay for their dolarsinstead'ofeight dollars,
expenses and services, yet we are of opinicn that the Legislature is of an except the S ptane .

Mr. Sinclair mnoved a suspension of the rules to take upo n
employes, and whether any committee clerks are serving as such
on more than one ommmittee, and to report a system regulating
die number and per diem of clerks and employes, ask leave to make
the following report:
We have carefully examined into the matters committed to us,
and find that the House has now employed twenty-two clerks, regu
at eight dollars per diem. These twenty-two clerks are nine of “R
them in the office of the Chief Clerk of the House, and thirteen of
them as committee clerks. We further find that there are twenty
other employes of the House employed at per diem ranging from
eight down to four dollars. The aggregate per diem of these clerks
and employes is two hundred and eighty dollars.
Your committee find that all the employes in the office of the
Chief Clerk are necessary, and should be retained. The commit-
tees on the Judiciary and Internal Improvements hold daily meet-
ings, and should have the regular services of their clerks. It does
not seem that the same necessity exists with the other standing com-

No. 188. entitled "An Act to authorize the District Court of Dallas
county, and Supreme Court of this State, to license Chas. H. Jen-
kins, of Dallas county, as an attorney and counsellor at law ” (both
Hon. J. W. Lane), have duly considered the
same, and report the same hack with a recommendation that House
Bill No. 187 be passed; and that, as this bill provides a general
law for the licensing of minors as attorneys and counsellors at law,
we recommend that House Bill No. 188, which contemplates a
special law for this purpose, be laid on the table.
