that no state-wide bond plan could
hope to get the necessary two-thirds
vote in each house to have it. submit-
ted to a vote of the people. This is
the plan proposed by Rohm Sterling,
chairman of the Highway Commiss-
Sion, who suggested $350,000,000 in
bonds out of which the counties would
be refunded the amounts spent for
cardinal highways. Mr. Sterling Fri-
day sent every member of the Legis-
lature the report and recommenda-
tions of the Highway Department. The
bill, bills or joint resolutions from
the product of the committee of thirty-
one have not appeared aud highway
legislation has not started. While Mr.
Tillotson would increase the gasoline
tax, he is against reducing Hie fees on
motor vehicles, saying allowances to
counties for their lateral roads will
