In a Sept. 5 public hearing on
a proposed tax increase, Manor
City Manager Steve Shanks
presented a plan to reduce the
city’s property tax rate over the
next four years.
The proposed budget for this
year calls for an increase due to
bonded debt to be used for a
left lying across two chairs.

- A property owner requested
Manor Police arrested a
Manor ISD bus driver on
Thursday, Sept. 13 on a charge
of continuous sexual abuse of
a child.
Gilbert Joseph Briseno, 62, a
12-year employee, was arrest-
which may be punishable by
imprisonment for life or any
term of not more than 99
years or less than 5 years and
a fine not to exceed $10,000.
The arrested subject is iden-
tified as Thomas Carl Brown,
49, of 104 Swan Court,
Bastrop, Texas. Brown has
previous arrests for Resisting
Arrest in 2000 and Driving
While Intoxicated in 2005 and
2009.
The incident is under inves-
tigation by the Texas Rangers.
The involved deputies have
been placed on administrative
leave pending further investi-
gation as a matter of routine.
Deputies involved in the
shooting are Michael Hogan,
49, and Deputy Conor Brown,
42.

p.m. - The Post Office manager
stated she wanted to know
what to do about a customer
who creates a scene in the
lobby on a daily basis.
Information was forwarded to
the manager for the next inci-
dent.

p.m. - A complainant advised
that he had found a barrel and
slide to a pistol laying in the
center of Hwy 290, in front of
Golden Chick. The pistol had
been ran over so many times
that it was not identifiable or
operable.
500 BLK S Ave N., 4:04 p.m. -
A caller said their house was
broken into and paint and
paint brushes were missing.
The homeowner stated they
did not want to make a report.
100 BLK Hillside Dr., - A
caller said their sons bicycle
was taken from under their
carport. An officer gathered
information to complete a
report.
100 BLK S Ave. A., 4:36 p.m.
- A caller said their 16 yr. old
son was passed out on the
couch, and there was marijua-
na next to him. An officer
responded to the location and
spoke with the parent.
Information was obtained to
complete referral to Bastrop
Juvenile Probation.
KFC, 18619 Hwy 290 E.,
11:14 p.m. - A caller said that
someone had placed dead
birds with decapitated heads
on his vehicle. Upon arrival
the officer spoke with com-
plainant who believed the
people he had gone to high
school with were messing with
him and he wanted them to
stop. The complainant was
advised to contact the Police
Dear Elgin Courier,
As an executive director of a non-profit organization pro-
viding social and educational services in Elgin, I welcome the
Elgin City Council’s consideration of a structure by which to
make funding decisions that impact area non-profits. A
process that makes funding decisions more transparent and
objective is good fiscal management.
However, I was dismayed to read the citizen comment which
you reported from the City Council meeting of September 4,
in which a citizen said about nonprofits, “People appreciate
money more if they get out and work for it. They need to get
out and raise money.”
That citizen does not realize how hard the non-profit staff of
local organizations do work to raise money to help those in
need.
In addition to overseeing day-to-day operations, I (and other
directors of non-profits) must conduct research daily to seek
funding opportunities by reading the Federal Register, Texas
Register and subscription listservs to find grant applications.
The applications, themselves, often 100 pages or more of
data, narratives and detailed proposals must be written and
submitted on tight deadlines. I have spent many a holiday,
weekend and midnight writing proposals to fund my organi-
zation.
Besides grant funding, much time is spent every year plan-
ning and facilitating local fundraisers. Benefit concerts, quilt
raffles and face painting at Hogeye and other festivals have
brought us a few hundred dollars; sometimes the event costs
have exceeded the proceeds.
The directors and staff of local non-profits volunteer time to
raise money to support their organizations; when funding
cuts occur they accept cuts in hours and pay to continue
doing the work they feel is important — helping people over-
come crises, preventing homelessness, providing a safe haven
for victims of violence, bringing a meal to the homebound
elders, transporting a cancer patient to treatment.
The way that we care for our most vulnerable members
defines us as a community.
Funding provided by the City of Elgin to social services
providers is a small portion of the cost of providing the serv-
ices local organizations offer, but very valuable. The City of
Elgin’s support has helped Advocacy Outreach and other non-
profits to continue to provide a basic safety net for Elgin’s cit-
izens.
On Sept. 10 at approximately
8:20 p.m., deputies with the
Bastrop County Sheriff’s
Office were investigating a
single vehicle accident in
which the driver of the vehicle
had left the scene.
The accident occurred at the
intersection of Greystone and
Crafts Prairie Road. Deputies
went to the residence of the
registered owner of the vehi-
cle, located at 104 Swan Court
Bastrop, Texas which is locat-
ed in the Colo Vista neighbor-
hood.
After knocking on the door,
the owner of the vehicle and
occupant of the residence was
observed by deputies coming
to the front door with a hand-
gun in hand. When the sub-
ject opened the door, deputies
