Now, -as result of the curiousity
and years-long research of Dr.

the full account of Rommel's in-

For historians it is important

there’s no push for it,, either, bocauae it covers a subject few
। people understand. President Kennedy and Vice President
Johnson have gone way out on the end of a limb on this one for
what is called"open end” legislation. -
It proposes annual appropriations for research and a 15-year
program for developing demonstration plants. Otherwise, there
are no limits on the amount of money that could be authorized
. and no time limits in which to spend it.
The reason given for this is that nobody knows what the cost
is going to be. And the job has to be done.
In 1900 the United States used about 40 billion gallons of
fresh water a day. Last year it was over 300 billion gallons. By
1970, use is estimated at 400 billion gallons and by 1975 450
billion. There just isn’t that much fresh water available..
Federal financial assistance is therefore proposed for local
governments, public and private utilities that want to get into
this business of converting salt water into fresh water for muni-
and industrial use.

This assistance would be in toe form of loans or outright
grants for construction of conversion plants. The financing is
intended to reduce the cost of converted water to a pricethat
sidies to borrowers or grantees to eover the difference between
the cost of converted water and a fair price which consumers
——would be willing to pay.
IT IS DOUBTFUL IF CONGRESS will be as open-ended as all
this, even though toe program’s importance is recognized. Some
dollar ceilings are apt to be put on authorizations and more
curbs on spending. Such restrictions were included in the orig-
inal draft legislation. But they were taken out on orders of
Kennedy and Johnson.

Sometimes wells" were not drill-

prove productive, the project was
given up. It was not until years
later than venturesome op-

(notably the Mississippian) at a
greater depth.
Then there were instances
where an adventurer would file
suit, claiming an interest in a
lease and, although his claim was
without merit, the defendant — to
avoid costly delay — would settle
for several thousand dollars. Or
perhpas an heir would be over-
