the dam and related facilities au-

1983, to November 29, 1987, all

authorizes permittee to construct
and maintain an on-channel dam
and reservoir on Allens Creek,
tributary Brazos River, Brazos
River Basin; to impound therein
not to exceed 93,132 acre-feet of
water at elevation 118 feet above
mean sea level; to divert, circulate
and recirculate so as to consump-
tively use from the reservoir not to
exceed 36,200 acre-feet of water
per annum for industrial purposes
(forced evaporative cooling and
ancillary plant operation) in con-
nection with the proposed
2400-megawatt Allens Creek
Nuclear Generating station in
Austin County, Texas, 23 miles SE
of Bellville, Texas; to divert and
use a total of 500 acre-feet of water
from Allens Creek and/or the
Brazos River for construction of
the plant, dam and reservoir; and
to divert and use a total of 134.872
acre-feet of water from Allens
Creek and/or the Brazos River
during the initial filling of the
reservoir over a 40-month period.
Permit No. 2925 was issued on
May 15, 1974, and originally re-
quired construction to commence
on May 15, 1976, and to be com-
pleted on May 15, 1979. By order
dated May 3, 1976, the times for
commencement and completion of
construction were extended to No-
vember 15, 1977, and November
15, 1980, respectively. Permit No.
2925 was amended by the Texas
Water Commission by amendment
issued November 29, 1977, which
required construction of the dam
authorized by Permit No. 2925, as
amended, be commenced by No-
vember 29, 1979, and completed
by November 29, 1983. By order
dated October 29, 1979, and fol-
lowing a public hearing, the time
for commencement was extended

Scheduled to open at the
NWF’s Laurel Ridge Conser-
vation Education Center in,
Vienna, Va., in October, the
Institute will be headed by Dr.
S. Douglas Miller, of Am-
herst, Mass. Miller is a
wildlife biologist with the U.S.
Fish and Wildlife Service’s
Massachusetts Cooperative
Wildlife Research Unit at the
University of Massachusetts at
Amherst. He is also a member
of the graduate faculty there,
directing graduate research of
black bear habitat, raccoon
populations, and non-game
studies of mammals and
amphibians.
A 1972 graduate of Auburn
University, Miller received his
Master’s degree in 1974 from
Colorado State University,
and his Ph.D. in zoology in
1979 from Auburn. He has
published numerous articles
on the bobcat in scientific
journals. As a visiting
professor in the Department
of Zoology at North Carolina
State University, he taught
courses in the conservation of
natural resources and wildlife
biology.
Miller will also head the
NWF Institute for Wildlife
Research’s Center for Feline
Species, which will collect and
analyze data on the nation’s
shrinking populations of wild
cats, emphasizing research on
the often controversial bobcat.
Another arm of the Institute
will be the Federations
already-existing Raptor In-
formation Center. Created in
1976 to serve as a clearing-
house for information on the
bald eagle and other birds of
prey, it is headed by William
S. Clark. The RIC has
published reference works on
the owl and the bald eagle,
conducts workshops for state
and federal conservation
officials, and annually con-
ducts a bald eagle survey-a
nationwide census that pro-
vides invaluable data on the
habits of the national bird and
symbol.
Other special study units
may be established under the
aegis of the new Institute for
Wildlife Research in the fu-
