President Bill Clinton unveiled his welfare reform
plan, but the latest proposal will probably not be en-
acted this year like expected.
The latest plan is only an outline that will combine
new services to benefit welfare recipients and force
new restrictions to meet his campaign promises.
White House officials claim that the new plan will
end welfare as we know it. Until a few months ago,
administration officials said that the President's wel-
fare reform program would be enacted in 1994, but
with all of the debate surrounding the bill.
Clinton's plan calls for limiting the program to the

hopefully, they will visit
downtown Alvin and introduce
themselves. In turn, I will be
walking the neighborhoods and
visiting the homes.

As if you didn't know, Sunday,
April 3, is Easter.
This is one of my favorite times
of the year. The azaleas, dogwoods,
and other beautiful flowers are in
full bloom.
The woods arc so full of vibrant
colors, it is a time of rebirth.
Being raised in East Texas I was
fortunate because we had so many
evergreen trees, but many areas are
not so blessed.
In the fall and winter, the colors
of the forest become subdued and
are replaced with somber earth
tones.
Don't get me wrong. I love the
fall and winter seasons, mainly
because they bring the
Thanksgiving and Christmas
holidays.
But there is definitely something
about spring and Easter.
Many people live all their lives
as if they were in fall or winter.
They never fully develop what
talent or gifts they have been given.
It doesn't take much effort to live
like that. Anyone can do it.
But if you are to develop to the
fullest extent, then it takes a great
deal of effort.
We can just, more or less, feel
our way through our lifetime and
possibly get by.
Just think how much better life
1 would be for each one of us if we
tried our best to reach our fullest
potential.
Inside each one of us is another
being, if you will, trying to get
