Over a dozen people spoke out
Tuesday night at the second and
last pre-election meeting on
zoning. I he public meeting was
the second in two weeks held at
the Alvin Community College
theater regarding the proposed
ordinance.
Most people who spoke out
were concerned over the finer
points of the proposal, which will
come up for public vote on
Saturday, Jan. 21.
Many had questions regarding
non-conforming status, a term
used to describe an area that does
not comply with the terms of the
zoning ordinance, but was in
existence before the ordinance
and therefore is not required to
adhere to the zoning regulations
as long as the owner does not

commercial structures. According
to the proposed ordinance, a non
contorming commercial structure
that is over 50 percent destroyed
may not be rebuilt Stansel asked
if (Ins percentage could be
changed to 75 percent.
He said he was concerned that
if a business was 51 percent
destroyed, the insurance company
would only pay for SI percent of
the damages and the owner would
thus lose the remaining
investment without being able to
rebuild
Knickerbocker noted that the
council could change the figure
Former Alvin Councilmember
Larry Townsend also had
questions about zoning He had
concerns about sections of the
previous version of the zoning
ordinance which stated (hat
churches may be held responsible
for the maintenance of the roads
near their facilities
Knickerbocker explained (hat
churches are permitted in every
district, but must operate under a
specific use permit in the R-2
district (single family residential
district). Under the specific use
permit, the city may impose
certain requirements, such as
