two years hence, allowing the Federal
Government, by diplomatic negotia-
tions and by a special session of Con-
gress, to adjust matters with Japan,
a California commission conducting
an investigation at the same time.
If the Legislature shall consider af-
fairs so urgent as to demand immedi-
ate action by it, to pass an act model-
ed on the alien land law of Illinois,
which permits aliens to acquire title
to land and hold it for a maximum
term of six years.
| If this is not sufficiently severe,
I to pass an alien land law similar to j
that of the District of Columbia,
which forbids all holding of land by
aliens for more than one year.
Much of the debate hinged upon
whether California should be ques- 4

those previously enacted by the Leg-
islatures of Washington and Arizona,
in which States aliens “ineligible to
citizenship” are barred.
