meat chargeable against each abut-
ting property and ita owner, having
boon duly examined. Ie hereby ap-
proved. That the City Commission
does hereby determine to assess the
entire coot* of curbs, and three-
fourth* of the cost of all other im-
provements, akuinst th* owners of
the property abutting thereen, and
agalnnt their property. In aceord-
ance with the provisions of Chap-
ter 11. Title 22, Revised Statutes of
Texaa of 1811, and th* ordinances
of the City of Amarillo.
That said assesmment ahall be
made after the notice to each prop-
erty ownera and all interested per-
sons and thec hearing herein men-
tioned, and that aaid portion of the
said cost of improvement* to be
assessed against such property own-
era and their property shall be in
aceerdance with the Front Foot Rule
or plan in the proportion that the
frontage of the property of each
owner bears the whole frontage of
tha property to be improved; pro-
vide, that after each heering, if
such plan or apportionment be found
to be not just and equitable ia
particular instances, the City Com-
mission ehall so apportion all aaid
coat as to prod uro a substantial
equality between all such property
owner* abutting on aaid portion of
