said he had no objection to the
pact.
McCarthy had no immediate
comment.
‘Iron . Clad Ansuranees'
High administration sources re-
ported Stevens believed the agree-
ment was tv from a surrender be-
cause he privately got what he con-
sidered iron-clad assurances that
McCarthy would not subject Army
officers to “any morse abuse."
These sources also said McCar-
thy — not Stevens — called off
Thursday's scheduled showdown.
The gray-haired secretary was
ready to go on any, time, they de-
clared.
- Stevens went along with the
agreement, they said, because he
thought it would be serving the
President’s interests to get fair
play for Army witnesses and to
co-operate with the subcommittee.
Joined in the pact only after Mc-
Carthy and the three other GOP
members of the subcommittee told
him bluntly that his position was
"untenable.” -
Would Pull Out Rug
These sources said the four sen-
ators warned Stevens that if he

the rug would be pulled out- from
under him at the showdown hear-
ing originally billed for Thursday.
They cited three reasons:
1. That Stevens had no right —
and indeed did not have the power
— to advise Army officers to dis-
regard the subcommittee’s subpe-
nas.
2. That even the secretary’s
friends would not support his pro-
testing personally to members of
the subcommittee about the alleg-
ed abuse of Zwicker.
3. That an affidavit from Zwick-
er to which Stevens referred in his
protest apparently went further
than the hearing transcript in
describing McCarthy’s allegedly
abusive language.
Of
their differences.
That meeting led to a "memo-
randum of agreement” in which
the secretary reversed himself and
lifted his ban against Army offi-
cers _ testifying before McCarthy's
investigating subcommittee on al-
leged Communist penetration of
the service. It also canceled a
showdown hearing with Stevens
that was scheduled before televis-
ion cameras Thursday. -
"It has been said I have capit-
ulated to Senator McCarthy,” the
54-year-old Stevens declared in a

House has failed to give him ade-
quate backing in his angry feud
with the Wisconsin Republican.
The secretary does not want to
resign, the source said, but he is
determined to find out how far
the administration will go to sup-
port his stand against McCarthy’s
"unwarranted abuse” of Army, of-
ficers.
Stevens tried to reach high offi-
cials in the -White House Wednes-
day night, it was learned, to ar-
range an appointment with the
President. He was unsuccessful in
contacting them, however, and
planned to renew the effort Thurs-
day. ••
Is ’Steaming Mad’ * T
Things came to a head shortly
before midnight whpn the secre-
tary got “steaming mad” over re-
ports that he surrendered to Mc-
Wells and Duval counties that he
had no legal resource.
The .Rangers’ lawyer, Frank
Knapp, argued .Wednesday that
Parr went before the court with
“filthy hands.” He said the Ran-
gers’ defense- had been able to pre-
sent “only the. faint outline’' of
Parr’s ruthless rule of Duval coun-
ty, which led to his sobriquet of
the “Duke of Dwwe"- -cgx.

civil rights attorney from New
York and Parr’s lawyer, said the
Rangers had “intimidated” every-
body in Duval county.
Hays said the Rangers consid-
ered themselves better than ordin-
ary citizens and would beat up a
man" if they didn’t like the look
on his face.
The hearing before Judges T.M.
Kennerly, presiding, Allen Hannay
and Ben Connaly took three days.
The first two were devoted to tes-
timony, first on Parr’s allegations
of threats by the Rangers and next
on Parr’s alleged illegal domina-
tion in Duval county.
