Civil rights backslide?

WASHINGTON (NEA) - Americans for Democratic Ac
tion, the faithful torch-bearers of liberalism have warned that
the name of civil rights is flickering on Capitol Hill this year
Congress, according to ADA is bowing spinelessly before an
ill wind from the right and undermining 20 years of hard won
progress
The evidence? Why, It’s right there in the negative votes on
busing abortion gay rights affirmative action and
veterans benefits for Vietnam holders of less than honorable
discharges that may be upgraded in the future
Well maybe Perhaps ADA is right Yet its analysis may
say as much about the changing nature of civil rights
challenges as it does about the cooling of congressional ardor
on such matters
it was all so much simpler, a decade or so ago to distinguish
civil rights from wrongs
Those on Capitol Hill and elsewhere who fought to guarantee
-kall Americans the right to vote. access to places of public ac
s"Aommodation, Equal employment opportunities and fair hous

said so. and their students Community leaders said so. and
common folk And in the While House a towering Texan
courageously confronted the shame of a century and told his
countrymen that "we shall overcome."
But where, on issues like busing and abortion, is that
glorious moral certitude of yesteryear’ How can members of
Congress be expected to discern the paths of righteousness, let
alone follow them when our society is so deeply and
passionately divided on such questions’
Take busing, for example, since it falls within the racial
context we commonly associate with "civil rights" issues
Where is it written, in the laws of man or God. that busing is
a right civil or otherwise’ it is no more than a tool to
remedy past wrongs and promote a goal of equal educational
opportunity Like any means to an end, its effectiveness is a
legitimate subject for debate Rejecting the means does not
necessarily signify a disavowal of the end
Abortion is an even stickier test of congressional commit
ment to civil rights Both the House and Senate have voted to
deny federal funding for abortions sought by women too poor
to pay for them on their own
Obviously, that is a discriminatory act since affluent women
will still be able to obtain abortions with a doctor's approval
under terms of the Supreme Court's original ruling that
created such a furor earlier in this decade
Yet who is to say that congressmen who refuse to vote for
public financing of abortions are violating civil rights of the
poor if they genuinely believe that the willful termination of a
pregnancy constitutes a denial of the most fundamental right
of all, the right to life?
The other votes cited by ADA as proof of congressional
backsliding on civil rights involved Vietnam veterans
benefits, gay rights and “affirmative action” procedures of
HEW
ADA detects in all of these a pattern of congressional
hostility towards "the rights of the poor, minorities, women
and those choosing a life style different from the norm And
the liberal group bemoans the absence of any visible public
outrage” at such actions by longtime civil rights advocates
Perhaps civil rights supporters have been napping, as ADA
seems to feel. But maybe they simply failed to share ADA s
perceptions of what constitutes a “civil rights" issue
